Regular Board Meeting was called to order by Supervisor Dohm at 7:00 p.m.

Roll Call: Board Members present, Allerding, Arman, Dohm, Garver, absent Connie O’Neill. No visitors present.

Distribution of Correspondence and Information: Minutes of H.S.A.S.D.A. of August 16,2007: Minutes of Emmet County Road Commission of July 27, August 10 and 24, 2007: Minutes of Emmet County DPW of July 11 and August 9, 2007: Harbor Springs Library Letter: Invitation to Alanson-Littlefield Fire Dept. open house: Bear Creek Twp/HSASDA Wastewater Planning Study Session report of September 11, 2007.

Approve Minutes: Motion by Garver supported by Allerding , O’Neill absent Regular Meeting Minutes of August 8, 2007 was approved as presented by the Clerk.

Public Comment: None.

Report on Work In Progress: Highway 131 and West Conway Road is under construction: Fire Station at Township Hall is scheduled to be completed in October. Received proposal from Payne and Dolan for road patch work on Catob and Hoyt (attached herein).

PUD Amendment to Zoning Ordinance: Discussion and review was made by board members on the Zoning Board recommendation to adopt PUD amendment to Zoning Ordinance. Upon discussion motion by Allerding and supported by Garver to add a Planned Unit Development Overlay District provision to the Little Traverse Township Zoning Ordinance by adopting Amendment #AMND B-6-2007 for the following reasons:

As stated in recommendation memorandum from Randy Frykberg dated 7/31/07, (copy attached herein), and as stated in recommendation to the Township Board by the Township Zoning Board in the minutes of their regular meeting dated August 6, 2007, (copy attached herein). The ordinance amendment was adopted by the following roll call vote: Allerding aye, Arman aye, Dohm aye, Garver aye, O’Neill absent.

Airport Approach Plan for H.S. Airport: Board received the Amended Airport Approach Plan for the Harbor Springs Airport. The Amendment copy is required to be filed by the Airport to the municipalities. No action was required to be taken on the matter.

Approve Tax Millage Rate:  Board approved the 2007 tax millage rate at .9728 for operations and .9728 for local road repairs, and waived the 1% administration fee. Motion by Allerding supported by Garver  and carried in the following roll call vote: Dohm aye, Garver aye, Allerding aye, Arman aye, O’Neill absent, the Resolution for the Tax Millage was passed.

Other Business: Board discussed changing the next two Regular Board Meetings to Wednesday evenings. Upon discussion motion by Arman supported by Allerding and carried with O’Neill absent the October meeting will be Wednesday October 10, at 7:00 p.m. and the November meeting will be Wednesday November 14, at 7:00 p.m.

Approve Bills: Upon review of the bills, motion by Garver supported by Allerding and carried board approved payment of the following bills: General Fund $94,107.91: Sewer Fund $44,741.51: Water Fund $8,898.42. Reference to breakdown attached herein.

Being of no further business brought before the board, Supervisor Dohm adjourned the meeting at 7:45 p.m.
