I. Call to order by Simon at 7:00 PM. II. Public present: none III. Minutes of 4/23/07 – motion to approve minutes as presented made by Gelb, seconded by Trufant, and passed. IV. New Business A. Getting information for cases: in order to improve communication with county and ensure applicants get information to us early enough to allow review of case, site visit, and notification of neighbors if necessary, the following action items were identified: 1. Simon to verify that current Zoning Administrative Assistant has FTPC’s Applicant Requirements (a copy is attached here). She will also confirm what types of cases in addition to variances and zoning changes that require public notice. 2. We will confirm that the county’s advance notice of cases to be added to their agenda covers the time frame in which we need information 3. After review of the above information, will evaluate whether to add advance notice period to our by-laws. B. Case #23-07- Amendment to Section 2207 of Ordinance. 1. Items 1 – 12 recommend approval of text change 2. Item 13 - we have several comments. a. Please verify lettering of sections is accurate. Our editions of the ordinance, dated October 31, 2003, does not contain sub-paragraph e) as described in the draft, but we realize these may not be the latest editions. b. The first sentence of the proposed change, “Electronic changeable message signs . . . may be permitted to change the message up to four (4) times per hour at the quarter hour” seems overly limiting. Why a rate of change as low as four times per hour? Why change on the quarter hour? c. We recommend approval of the sentence “Electronic changeable message signs may not be illuminated between the hours of 10:00 PM and 6:00 AM, except that if the premises are open for business after 10:00 PM, the lighting shall be turned off at the close of business. 3. Items 14-17 – Please verify numbering / lettering (same comment as in a., also there are two i)’s. We recommend the text changes for approval. 4. Before item 18, there should be an item listing removal of paragraph 3.b) Bulletin boards etc. 5. Item 18 – recommend approval. 6. Items 19-24 – recommend approval. 7. Item 25 – Adding paragraph 13 – we understand the desire to answer applicants within a designated amount of time, but we do question having applications automatically approved after 45 days if no decision has been made. Does the zoning administrator have appropriate authority to act on routine applications? Have there been cases where the application needs to go to the planning commission or ZBA that have had delays? We request additional information on what prompted this suggested text change. Paragraph 14 – recommend for approval. C. Master Plan – adopted in spring of 2003. Needs to be evaluated every 5 years. Let’s take the next few months to review different sections and be ready with recommended updates by next spring. Please bring your copy of the Master Plan to the meeting.
