Regular Board Meeting was called to order by Supervisor Dohm at 4:00 P.M.

Roll Call: Board members present Arman, Dohm, Garver, and O’Neill, Allerding absent. Also present Jane Taylor.

Distribution of Correspondence: Minutes of Little Traverse Zoning (joint) meeting of Feb. 2, 2009: Minutes of Emmet County Road Commission of January 8, 19, 20, 23, and 26, and joint meeting of January 20, 2009: Minutes of HSASDA of January 8, 2009: Minutes of HSADA of January 16, 2009: Minutes of Harbor Springs District Library Planning Committee of Jan. 22, 2009: Financial Statements, (presented at Meeting).

Supervisor reviewed correspondence with board members.

Minutes: Motion by O’Neill supported by Garver and carried with Allerding absent board members approved Regular Meeting Minutes of January 14, 2009, Minutes of Special Meeting with Emmet County Road Commission of January 20, 2009, Minutes of Special Meeting with Township Zoning Board of February 2, 2009 as presented.

Public Comment: None.

North View Trail Special Assessment: The North View Trail Special Assessment Petition is on hold waiting for residents funding.

Collection of False Alarm Fire Run Charges:  Board members discussed an Ordinance on fire alarm cost recovery, the ordinance would establish charges for certain false alarms that the fire department would respond and to provide methods for collecting those charges. Upon discussion motion by Garver supported by O’Neill and carried in a roll call vote as follows: Dohm aye, O’Neill aye, Garver aye, Arman aye, Allerding absent, Ordinance #2-2009-1 was passed (ordinance attached herein).

2009 Road Projects:  Board members discussed road projects for 2009 (list attached herein). Upon discussion motion by O’Neill supported by Garver and carried with Allerding absent board authorized Emmet County Road Commission to put bids out for the 2009 road projects as attached.

MDOT Road Access:  Board discussed the Memorandum of Understanding. The purpose of this agreement is for local governments and road authorities along the US-31, US-131 and M-119 to voluntarily coordinate planning land use, driveway permit and road improvement decisions. Upon discussion motion by Arman supported by O’Neill and carried in roll call vote as follows: Dohm aye, O’Neill aye, Garver aye, Arman aye, Allerding absent, Resolution # 02-2009-3 was passed.

Board Official Salaries: Board discussed the Official Salaries for 2009/10. Upon discussion motion by Arman supported by O’Neill and carried in a roll call vote as follows: Dohm aye, O’Neill aye, Garver aye, Arman aye, Allerding absent Resolution # 02-2009-4 was passed (attached herein).

Administrative Assistant Salaries: Board discussed the Administrative Assistant Salary Compensation Package for 2009/10. Upon discussed motion by O’Neill supported by Garver and carried in a roll call vote as follows: Dohm aye, O’Neill aye, Garver aye, Allerding absent board passed the Administrative Compensation Package for 2009/10 (attached herein).

Non-Elected Salaries: Board Members were presented with the non elected official salaries (attached herein). Motion by Garver supported by Arman and carried with Allerding absent, salaries was passed as presented.

Petoskey Public Library: Board members discussed the letter and proposed contract for the Petoskey Public Library. The penal fine monies have been increased to 15.00 for each registered library person, total being $4,965.00. The contract is for 1 year beginning on July 1, 2009 and ends on June 30, 2010. Board tabled the contract for further consideration.

Township General Insurance:  Board members were presented with a new Insurance Company proposal. Board members discussed the new proposal. Upon discussion motion by O’Neill supported by Garver and carried with Allerding absent Township will stay with Municipal Underwriters for another year and to seek new proposals for 2010.

Delinquent Personal Property Taxes: Board discussed steps to collect delinquent personal property taxes. Upon discussion consensus of the board is to send letter with amount of payment due, and than take further steps necessary to collect payment.

Approval of Bills: Upon review of the voucher for payment of the bills, motion by Garver supported by Arman and carried with Allerding absent board approved payment of the following bills: General Fund $26,438.46: Sewer Fund $23,811.37: Water Fund $ 8,603.91. Reference to breakdown attached herein.

No other business was brought before the board.
