FRIENDSHIP TOWNSHIP BOARD MEETING
MONDAY, MARCH 1, 2004 @ 7:00 P.M.
@ Friendship Township Hall

Meeting called to order at 7:00 p.m. by Supervisor Scott. Board members present were Mottl, Donahey, Scott, Van Divner and Ward.

Agenda approved with addition.
Minutes of February meeting approved as circulated.
Treasurer’s report received.
Budget report reviewed.

Ward moved, Donahey seconded, PASSED, to approve Poverty Guidelines for 2004 Assessments for Board of Review to use in determining poverty exemptions. (5-0)

Reports: Clerk, Assessor, Supervisor, Recreation, Middle Village Park.

Jennifer Gelb stated her interest in serving on the Planning Commission. A letter of interest and qualifications was submitted previously.

Donahey moved, Mottl seconded, PASSED, to appoint Jennifer Gelb as a member of the Friendship Township Planning Commission, effective immediately. (5-0)

Mottl moved, Scott seconded, PASSED, to authorize the Planning Commission to do a preliminary report on local zoning. (5-0)

Tunnel of Trees report - Terry Franklin

County Road Millage - The board is opposed to 1/2 mill option which eliminates allocation to townships; and, being that the board is opposed to roads remaining in a deteriorating condition, it requests additional information on the one (1) mill option:
a) why construction costs are so high
b) are there ways to reduce improvement costs
c) how is money held and would interest accrue to township.
Since the township cannot fix even one (1) mile of road, according to ECRC estimated construction costs, with three (3) years of millage, what is the Road Commission’s plan to assist the township(s) in keeping the roads useable and safe?

Scott moved, Donahey seconded, PASSED, that the name of private road in Section 10 off Hurd Road will be South Hurd Lane, and to notify county of said name. (5-0)

Budget discussion held

Bills reviewed by Donahey.
Van Divner moved, Donahey seconded, PASSED, to approve payment of the bills. Checks # 4625-4648 were written in the amount of $6,564.87.

Meeting adjourned at 10:40 p.m.
