PLEASANTVIEW TOWNSHIP MINUTES
Special Meeting June 10, 2008
Meeting called to order by B. Wiechmann at 7:00 p.m.
Roll Call: B. Wiechmann, D. Bosma, M. Barkley, L. Bosma, B. Wurst,
Absent: None
Guest: Bridget Melching, Lori Luckett, General Counsel for Pleasantview Township, Scott LaFave, owner/representative of Chestnut Links Holding and Robert Parsons
Agenda: Liquor License and Taxes
Public Comment on Agenda: Scott LaFave of Chestnut Links Holdings, LLC reported to the Board that he feels there is still a question as to whether or not he is responsible for interest and penalties of the personal property taxes incurred by the previous owner. He was advised in the interest of moving forward with the liquor license that he should pay all taxes, interest and penalties. He also reported to the Board Chestnut Links Holdings, LLC paid $28,271.19 to the Emmet County Treasurer for the 2007 real estate taxes. Chestnut Links Holdings, LLC also paid M. Barkley $2,679.85 for 2007 personal property taxes. Mr. LaFave gave M. Barkley a copy of the receipts for the 2007 real estate taxes.
Public Comment not on Agenda: None
Correspondence/Appointments: Scott LaFave of Chestnut Links Holdings, LLC paid the Board $450.00 to hold a special meeting.
D. Bosma reported to the Board that she received a resolution which supports Chestnut Links Holdings, LLC’s request for a new Resort Economic Development Class C Liquor License issued pursuant to MCL 436.1531(4) with a dance entertainment permit for the Board’s approval or disapproval.
New Business: M. Barkley reported to Mr. LaFave that there is still $11,962.60 owed in personal property tax interest and penalties for previous years. B. Wiechmann asked Mr. LaFave if Chestnut Links Holdings, LLC would pay $8,552.13 for the previous personal property taxes if the Board would forgive the interest in the amount of $3,410.47. Mr. LaFave said he would have to make a call before an agreement could be made. Mr. LaFave stepped out to make the call and when he returned, Mr. LaFave reported to the Board that Chestnut Links Holdings, LLC would agree to pay $8,552.13 for the back personal property taxes. Mr. LaFave stated that he would drop the check off at the Township’s office in the morning on 6/11/08.
Lori Luckett, General Counsel for Pleasantview Township advised the Board they could approve the resolution with a letter of conditions attached. As a condition in support of such Resolution:
- Chestnut Links Holdings, LLC is required to pay the sum $8,552.13 by certified check or cashier’s check on the morning of 6/11/08 as payment in full for the outstanding personal property taxes owed on personal property located at 1875 Clubhouse, Harbor Springs, MI 49740.
- There shall be no topless activities at any time on the premises located at 1875 Clubhouse, Harbor Springs, MI 49740, as referenced in MCL 436.1916(3)
Scott LaFave owner/representative of Chestnut Links did agree to the above conditions as advised by Pleasantview Township’s general counsel, Lori Luckett. L. Bosma made a motion by roll call vote to approve the Resolution which supports Chestnut Links Holdings, LLC’s request for a new Resort Economic Development Class C Liquor License issued pursuant to MCL 436.1531(4) with a dance entertainment permit with a letter of condition attached M. Barkley seconded. Roll Call vote: M. Barkley Yes, B. Wiechmann Yes, B. Wurst Y, D. Bosma Yes and L. Bosma Yes, motion Passed. As a condition in support of such Resolution:

Wurst made a motion by roll call vote to approve the Resolution which supports Chestnut Links Holdings, LLC request for a new Resort Economic Development Class C Liquor License issued pursuant to MCL 436.1531(4) with a dance entertainment permit with a letter of conditions attached. L. Bosma seconded, Roll Call Vote: L. Bosma Yes, B. Wiechmann Yes, B. Wurst Yes, M. Barkley Yes and D. Bosma Yes, motion Passed. As a condition in support of such Resolution:

B. Wurst stated that because Chestnut Links Holdings, LLC has accommodated the Board in every way possible he recommends that the liquor license application be expedited as soon as the conditions have been met.
Adjournment: Meeting adjourned at 8:00 p.m.
