Cross Village Township Board Meeting Minutes 3-06-07 Present: Howard Wood, Maria Krupa, Gene Reck, Catherine Schlappi, Steve Keller
Call to order: The regular meeting of the Cross Village board was called to order by Supervisor Wood at 7:10 p.m.
Pledge of Allegiance: The Pledge of Allegiance was said by all present.
Motion: made by Clerk Reck supported by Treasurer Krupa to open the Budget Meeting at 7:11. Motion carried. The Budget meeting was closed at 7:45pm. Motion: made by Supervisor Wood supported by Treasurer Krupa to approve the agenda as amended to include under new business a discussion of the scope of the duties of the Supervisor. Motion carried.
Motion: to approve February minutes made by Treasurer Krupa and supported by Clerk Reck. Motion carried.
Motion: to approve Treasurer’s report made by Trustee Keller and supported by Trustee Schlappi. Motion carried.
Total bills paid February 2007-$ 11,866.79 Announcements/Correspondence: None
Public comments: A question was asked about whether there had been any correspondence received about the Village Café. Discussion was taken up under new business. Committee Reports: no reports
Old Business: a. Fire Ordinance is still under discussion by RFC Fire/Rescue so will be considered when they have finished. b. Shell Gas: A representative from Shell Gas was present and took questions from the Township. Primary issues were possible costs, exclusivity, time scale and details of any contract. Motion: to grant Shell Gas a franchise for a propane gas distribution system for Cross Village Township contingent on approval of the Township Attorney was made by Supervisor Wood and supported by Clerk Reck. Motion carried by a vote of 3 to 2. Motion: that the board receive all information and correspondence concerning the Shell franchise before any contracts are signed was made by Trustee Schlappi and supported by Supervisor Wood. Motion carried. c. Computer policy: Amended policy to be presented in April.
New Business: a. NCMC: no representative showed up b. Meeting schedules: Motion: The attached Township meeting schedule was proposed by Clerk Reck and supported by Trustee Schlappi. Motion carried. c. Assessor Tim Grimm presented the attached report and answered questions. d. Duties of the Supervisor: The issue that raised questions about the extent of the supervisor’s duties was a complaint form that the Village Café received in error from the Health Department and found posted on their door. Apparently, this form was the result of the supervisor’s phone call about the Café. A very heated discussion occurred involving both the board and the café owners. The discussion did not resolve the issue.
Motion to adjourn the meeting made by Supervisor Wood and supported by Treasurer Krupa. Motion carried 3 to 2.
