Little Traverse Township Zoning Board May 12, 2008 7:30 PM Township Hall Chairman Marty Van Berlo called the meeting to order.

Minutes: A motion to approve the minutes of April 7, 2008 as presented was offered byChattaway and supported by Beckley. Motion carried by voice vote. Agenda:

Case # B-5-2008
Site Plan Review for Moeller Aerospace Technologies for an addition to an industrial use storage building at 8725 Moeller Drive- parcel # 24-08-16-14-301-004.
Randy Frykberg reviewed the case saying the Moeller Aerospace has requested permission to build a 40’X50’ addition on the east side of their existing acessory 85’X50’ storage building on Moeller Drive in Little Traverse Industrial Park. The addition would be for cold storage only. The 6.7 acre property is zoned I-1- light industrial in the front
(west side), and I-2 in the rear ( east side) The existing storage building is in the I-1 district, while the proposed addition will be in the I-2 district. The cold storage accessory use, for the adjacent manufacturing use is a use allowed by right in both districts. All the setbacks are exceeded. The proposed addition plus the existing buildings will cover about 7.3% of the parcel. Storm water will be handled on site by existing on-site retention basins. The Industrial Park is served by private wells and community sewer. No additional sewer connections are needed for this addition. Additional parking is not required and no additional employees are proposed. The ingress/egress to the lot, the landscaping on the property, the snow management/storage will not be altered.
Carl Drayton, builder for the project reaffirmed the proposed building would not cut into the existing parking area.
Beckley questioned the type of storage and was told by Bill Dohm that he had inspected that facility a few weeks ago and there are no hazardous materials there at all. It is a very clean area.
Johnson motioned to approve the Site Plan as presented for Moeller Aerospace on parcel #24-08-16-14-301-004 for a 40’X50’ addition for cold storage on the east side of their existing accessory building at 8725 Moeller Drive in the Little Traverse Industrial Park. It meets the requirements of the district and doesn’t encroach on the neighborhood. Any change of use from cold storage will need to be brought back to the Zoning Board. Exterior lighting over the door will be down shielded. Motion support came from Chattaway. Roll call vote: Beckley, yes; Chattaway, yes; Johnson, yes; Van Berlo, yes; Shepherd, absent. Motion carried.

Further Discussion on sign regulations.
Randy Frykberg explained the one page in the draft sign ordinance that had been changed according to input from the previous meeting.
Tammy Doernenburg from Emmet County Planning and Zoning explained the County draft County Sign Ordinance.
The Board discussed several areas of concern: Portable signs on licensed vehicle only, Home Occupation signs, LED, Flag lights, off premise signs and restricting changeable message signs to change no less than every 15 minutes. The Board felt that limiting the color of signs as in the proposed County Ordinance was not an issue.
The Board will continue to review sign regulations at future meetings.
Bill Dohm did a presentation about the Michigan Trailblazer sign program and led the discussion with the Zoning Board.
Jean Beckley motioned to recommend to the Township Board that the Michigan Trailblazer sign program be implemented for our Township under Michigan Logos rules, and should be considered under Section 1308. paragraph 3. sub.g “Directional signs required for the purpose of orientation, when established by the Township, County, State or Federal Governments, shall be permitted in all Districts”. Support for the motion came from Chattaway and was approved by roll call vote, Johnson, yes; Shepherd, absent; Chattaway, yes; Van Berlo, yes. Open discussion for issues not on the agenda. a.
