REGULAR MEETING MINUTES, AUGUST 17, 2005


Regular Meeting was called to order by Supervisor Dohm at 7:00 p.m.

Roll Call: Board members present: Allerding, Arman, Dohm, Garver, O’Neill. Also present Jane Taylor and Paul Sullivan.

Distribution of Correspondence: Minutes of Township Zoning Board of August 1, 2005: Minutes of HSASDA of July 14, 2005: Minutes of Emmet Co. DPW of July 19, 2005: Minutes of Emmet County Roard Commission of July 15, and 29, 2005: Letters from Dulaney Brothers Investment regarding drainage on Pennsylvania Ave.: Letter from Fred Gueder to James Ramer to prepare lease for fire Dept., sub-station.

Supervisor reviewed and discussed correspondence with board members: Discussed the lease for the Fire Department sub-station and the Zoning Board bylaws.

Approve Minutes: Motion by Allerding supported by Garver and carried, Regular Meeting Minutes of July 20, 2005 was approved as presented by the Clerk.

Public Comment: None.

Blight Complaint # 16: Supervisor Dohm reviewed the Court proceedings with board members. Second hearing is scheduled for September 21, 2005. Supervisor to do inventory of blight on the property for the court hearing. No other action taken on the matter at this time.

Harbor Park, Inc., vs. Little Traverse Township: Supervisor Dohm reviewed the case of Harbor Park, Inc., they have filed an application for another variance on their sign with the Zoning Board of Appeals No other action taken on the matter.

Work in Progress: Woodloft Trail Road is complete. West Conway Road & US 31 Stop Light was discussed with board members. Offer was made to Mrs. Mary Guisinger on easement on her property. Will proceed with title work for other properties in that area. Motion by Garver supported by O’Neill and carried, Board authorized Supervisor Dohm to continue with Title Insurance from the Talon Group.

5 Year Road Improvement Plan: Board discussed the 5 year road improvement plan report from the Emmet County Road Commission (attached herein). No action taken at this time.


Emmet County Transportation Committee on ATVs and ORVs: Board members discussed the use of trails for ATVs and ORVs. in Emmet County. Upon discussion board agreed to support the Transportation Committee on a recommendation of a 1 to 2 year trial basis, subject to reasonable restrictions to protect property owners. Motion by O’Neill supported by Garver and carried.

Private Road Name Request: A request from Sullivan’s Harbor Springs Airpark was made to name a private road as Bay Skies Court. Motion by Allerding supported by O’Neill and carried the request was granted.


Bluffwood Lot Split: Board discussed request for a lot split for Dr. Ron Snyder. Upon discussion motion by Garver supported by Allerding and carried board approved the lot split.

Power Point Training Class: Request was made by Supervisor Dohm to attend a one day class at the cost of $165.00. There was no objections from the board.

Temporary Transfer of Funds: Funds to be transferred from the Utilities Fund to the General Fund temporarily to cover the Powell Road project. The transfer would be temporary until tax monies comes in. Motion by Allerding supported by Garver and carried resolution was passed.

No other business was brought before the board.

Approve Bills: Motion by Garver supported by Allerding and carried board approved the payment of the following bills: General Fund $26,695.14: Sewer Fund $49,095.70: Water Fund $7,999.38. Reference to breakdown attached herein.

Being of no further business brought before the board, Supervisor Dohm adjourned the meeting at 8:00 p.m.
