REGULAR MEETING MINUTES, OCTOBER 8, 2005
Regular Meeting was called to order by Supervisor Dohm at 1:00 p.m.
Roll Call: Board members present, Allerding, Arman, Dohm, Garver, O’Neill. Also present one visitor.
Distribution of Correspondence: Minutes of ZBA of September 14,2005: Minutes of Township Zoning Board of October 3, 2005: Minutes of Emmet Co. DPW of September 15, 2005: Minutes of HSASDA of September 8, 2005: Minutes of Emmet Co. Road Commission/ meeting with Southern Townships October 25, 2005: Correspondence from HSASDA regarding Harbor Cove Phase II infiltration.:DEQ Invitation to Wellhead Protection Program recognition luncheon: Quarterly water system flow report: Invitation and Notice of Wellhead Protection meeting of October 18, 2005.
Supervisor reviewed and discussed correspondence with board members.
Approve Minutes: Correction to paragraph of Harbor Park vs Little Traverse Township was made to the minutes of September 14, 2005, with the correction, motion by Garver supported by Allerding and carried, Regular Meeting Minutes of September 14, 2005 was approved as presented by the Clerk.
Public Comment: None.
Civil Infraction Update on Blight #16: The results of Civil Infraction hearing was given by Supervisor Dohm. $1800.00 was fined to M. Crosby plus court costs. Motion was filed by Attorney Spanos to remove blight. Another hearing will we scheduled.
Blight Complaint Report #18: Copy of report and pictures were given to board members (attached herein). Motion by O’Neill supported by Allerding and carried, Resolution accepting the report that blight does exist and an order to remove.
Petoskey Public Library Committee Meeting: Supervisor Dohm attended the committee meeting.Board members discussed the support and funding of the Petoskey Library. Upon discussion consensus of the board is that the township does not wish to support the funding of the library.
Harbor Springs Area Recreation Initiative Meeting: Meeting was held October 4, 2005, Supervisor Dohm reviewed the meeting. No action taken on the matter. DEQ water monitoring violation No. 2005-40011: Board members discussed the violation (letter from DEQ attached herein). Supervisor stated that basically improper water samples were sent. All customers on the system are to be notified by mail. No other action taken on the matter.
Comprehensive Extended Warranty on Emmet Hts. Generator: Board discussed the purchase of a 5 year extended warranty on the generator. The cost would be $1620.00. Upon discussion board members agreed that the warranty should be purchased. Motion by Allerding supported by O’Neill and carried.
Approve Bills: Motion by Allerding supported by Garver and carried board approved payment of the following bills: General Fund $89,841.73: Sewer Fund $19,847.35: Water Fund $38,972.75. Reference to breakdown attached herein.
Other Business:
Close Session for possible purchase of property along U.S. 31 and West Conway Rd. Motion by Arman supported by O’Neill and carried with a roll call vote as follows: Dohm aye, O’Neill aye, Garver aye, Allerding aye, Arman aye, Closed session was passed. Motion by Allerding supported by Garver and carried in a roll call vote as follows: Dohm aye, O’Neill aye, Garver aye, Allerding aye, Arman aye, Open session was passed.
Improvement Project U S 31 and West Conway Rd: Returning from closed session board members authorized Supervisor Dohm to secure appraisals of properties related to U S 31 project, motion by Garver, supported by Allerding and carried.
Being of no further business brought before the board, Supervisor Dohm adjourned the meeting at 2:05p.m.
