REGULAR MEETING MINUTES, JANUARY 14, 2006
Regular Meeting was called to order by Supervisor Dohm at 1:00 p.m.
Roll Call: Board members present, Allerding, Arman, Dohm, Garver, ONeill. Also present Jane Taylor, Newspaper Report, and other guests.
Distribution of Correspondence: Minutes of Township Zoning Board of Dec. 15, 2005: Minutes of Township ZN+BA of Dec. 15, 2005: Minutes of HSASDA of Nov. 10 & Dec. 8, 2005: Minutes of HSAFA of Dec. 8, 2005: Minutes of Emmet Co. DPW of Dec. 15, 2005: Minutes of Emmet Co. Road Commission of Nov. 18 Dec. 2 & 16, 2005: Emmet County Rd Commission Allocation Report. Notice of Special Meeting with Emmet Co. Supervisor Dohm reviewed the correspondence with all present.
Approve Minutes: Motion by ONeill supported by Allerding and carried , Regular Meeting Minutes of December 10, 2005 was approved by the board as presented by the Clerk.
Public Comment: None.
Update on Blight Complaint Report #16 and #18: Supervisor reported on Blight Complaint #16 (Crosby). Complaint went to Court and Township favored by Court Order for $2700.00 including Court Costs (Judgement attached herein). Supervisor reported on Blight Complaint #18 (Umlor). Papers were served on one of the two owners. Owners do not live at the residence and live elsewhere separately. Supervisor will ask legal advice on how to proceed. Supervisor stated some of the blight has been removed but some still remains. No other action taken at this time.
Highway Easements: Board discussed the appraisals on West Conway Rd./US-31 intersection project. (Appraisals attached herein). Three properties are involved in which one is owned by the Township. Also it was stated that the project would by delayed until 2007, this will give the Township time to proceed with acquiring the property easements.
2006 Summer Tax Collection: An agreement with Harbor Springs Schools and Littlefield Schools to collect school property taxes for the summer of 2006, the rate will not exceed $2.50 per parcel. Motion by Garver supported by ONeill and carried, board authorized the Clerk to sign the agreement with Harbor Springs and Littlefield Schools.
Harbor Springs Area Recreation: Supervisor Dohm and Joe Chattaway of the Zoning Board attended the meeting of the Harbor Springs Recreation Initiative Organizational Structure meeting. Supervisor reported to the board the outline of the possibilities. Stated that trails were the main focus of the meeting. Complete report attached herein.
Fire Substation: Supervisor Dohm reviewed to those present the plans of adding the fire sub-station to the Township Hall. A draft agreement was presented to the board along with the financial cost of several scenarios. No other action was taken.
DEQ Water System Evaluation: Supervisor Dohm reported on the meeting with the DEQ. It was discussed of updating the Plans and any deficiencies with the system. No other action taken.
Meeting with Zoning Board: It was discussed to hold a Joint Special Meeting with the Zoning Board to discuss the Recreation Area Plans and also the Township Master Plan. Special meeting would be for February 6th.
Other Business: None.
Approve Bills: Upon review of the bills, motion by Allerding supported by Garver and carried , board approved payment of the following bills: General Fund $19, 811.74: Sewer Fund $19,449.81: Water Fund $8,455.79. Reference to breakdown of payments attached herein.
Closed Session: At 1:40 p.m., motion by ONeill supported by Garver and carried with a roll call vote as follows: Dohm aye, ONeill aye, Garver aye, Allerding aye, Arman aye board went into closed session to discuss litigation with Township Attorney.
Motion by ONeill supported by Arman and carried in a roll call vote as follows: Dohm aye, ONeill aye, Garver aye, Allerding aye, Arman aye, board came out of closed session at 2:20 p.m.
Being of no further business brought before the board, Supervisor adjourned the meeting at 2:20 p.m.
