Traverse Township Zoning Board June 4, 2007 7:30 P.M. At the Township Hall Chairman Joe Chattaway called the meeting to order.

Minutes:
A motion to approve the minutes of May 14, 2007 as presented was offered by Johnson and supported by Van Berlo. Approved by voice vote.
Approve agenda:
There was no objection to the agenda as presented. Case #B-4-2007
Site Plan review for a 10 until T-Hangar at the Harbor Springs Airport.
Randy Frykberg reviewed the case saying the Airport Authority has submitted an application to build a 52’X 231’7” (12,040 square feet) hangar building to house 10 individual aircraft at the Harbor Springs Airport. The site is designated for hangars in the approved Airport Layout Plan.
The property is zoned FF-1, Farm Forest and encompasses 59 acres. The proposed hangar building will be in the area established for hangars and will cover less than .05% of the airport property. The maximum height of the building is proposed to be 18’ and will be 108 feet from the property line at the closest point with natural buffering already in existence. No outside lighting is proposed for the new hangar. The driveway is currently paved and has been in use for other hangars.
Bill Dohm, representing the airport, showed existing buildings, future plans for the new terminal building, and present AWOS location. He said the idea is to cluster hangars to preserve the view of the bay.
The Board discussed the location of the requested building as relating to both southern and northerly property lines.
Beckley motioned to approve the site plan dated May 17, 2007, for a 10 unit T-Hangar at the Harbor Springs Airport as presented, parcel # 08-16-15-300-015. It is in compliance with the Airport Layout Plan. The access to the Hangar is paved. The area of the proposed building was planned for additional hangars in the Airport Layout Plan and has been designed with safety in mind. Natural buffering exists.Motion support came from Van Berlo. Roll call vote: Beckley, yes; Shepherd, absent; Van Berlo, yes; Johnson, yes; Chattaway, yes. Motion carried. Second review of proposed PUD amendment. Randy Frykberg reviewed the Proposed PUD, stating he had made the changes requested by the Board last month. He noted the private road standards had all been changed by 5 additional feet.
John Johnson felt it wrong to eliminate increased residential density bonus. He felt the only advantage is a mixed use.
Bill Dohm said there is a 15% density increase allowed. He said it is not our intent to increase density but to create more open space. Another benefit is to reduce infrastructure costs with paving and utilities by having them in one area. He said the underlying zoning with PUD for mixed uses protects the residents of a neighborhood.
Fred Walstom commented the PUD proposal sounded good and appears to be appropriate.
The Board concurred with the PUD language as corrected and presented.
Beckley motioned to proceed to a Public Hearing for this proposed Zoning Ordinance (PUD) Amendment as presented at the July 2, 2007 meeting. Support came from Van Berlo. Roll call vote: Beckley, yes; Johnson, yes; Van Berlo, yes; Chattaway, yes; Shepherd, absent. Motion carried.
Discussion private road standards: Randy Frykberg presented the Board with 3 different possible private road standards- those from Resort Township, West Traverse Township and Emmet County.
The present Little Traverse Township Zoning Ordinance does not have any standards for private roads or shared driveways. He said most other communities now have standards for both. issues of public safety are certainly involved when access to dwellings or structures is not adequate for emergency vehicles or sight distances are comprised. A prime intent of private road standards is to: 1)ensure that private roads/drives are designed with width, surface and grades to assure safe passage and maneuverability of motor vehicles; 2) To provide safe passage for emergency vehicles; and 3) Reduce negative secondary effects on adjacent properties.
The Board favored the standards stated in the West Traverse Township with the consensus that it is more what we want, it is user friendly and more applicable for our needs. They asked Randy Frykberg to draft an Ordinance Amendment for private road standards for review at the July Board meeting. Open discussion for issues not on the agenda: a. Correspondence received.
