FRIENDSHIP TOWNSHIP BOARD MEETING MONDAY, OCTOBER 4, 2004 @ 7:00 PM at Friendship Township Hall Meeting called to order at 7:00 p.m. by Supervisor Scott. Board members present were Donahey, Scott, Van Divner and Ward. Mottl absent.
Agenda approved with additions.
Minutes of September meeting stood approved as presented.
Treasurer’s report received.
Quarterly Budget report reviewed.
Van Divner moved, Ward seconded, PASSED, to increase Election line item by $1,300 and Cemetery line item by $232, and reduce Contingency by $1,532. (4-0)
Scott moved, Donahey seconded, PASSED, to approve payment of Middle Village Park bills to Ramer, Moore and Glass for $185 and to Stephanie Horn for summer maintenance contingent on Committee approval at their next meeting. (4-0)
Donahey reported on Planning Commission’s public hearing on proposed change of RR-2 to FF-2 along West Townline, Stutsmanville and Terpening Rds. Township Board requested that the Planning Commission put detailed rationale in writing as to why the request is being made.
County Case #50-04 FR Forest Recreation District proposed by the County-
Scott moved, Donahey seconded, PASSED, that Board approve and forward to county the Friendship Township Planning Commission comments as follows:
1. It should state that it is all public lands that are covered: state land (forests, etc.), township land (parks, forest, etc.), county and city lands (same).
2. Any land covered besides public land is strictly voluntary
3. Would like to see the minimum lot width larger (300 ft seems too narrow)
4. Frontage requirements on roads don’t make sense as many of these parcels are landlocked.
and, in addition, in keeping with Friendship Township Master Plan and vision for its future, that the minimum lot size be kept as large as possible. (4-0)
Water testing program - Scott recommends not pursuing program as had been envisioned.
Donahey reported that spring clean-up costs for Readmond Township, with a central location drop off style clean up- were $3,880. There is to be an insert in the December tax bills letting constituents know that the roadside pick up will no longer be held, due to lack of a waster hauler.
Scott reported that the new well at the township hall is 615 feet deep. The hook up should be completed in the next two weeks.
Scott moved, Van Divner seconded, PASSED, to approve payment, up to $23,500 per their contract, to The Well Drilling Company upon completion of hook up. (4-0)
ELECTION COMMISSION- convened at 9:33 p.m.. Present were Ward, Van Divner and Scott.
Van Divner moved, Ward seconded, PASSED, to appoint Caroline Kurburski, Kelly Compton, Marilyn Truman, Merilee Sprague and Rose Billings to serve as election inspectors for the General Election November 2, 2004. (3-0)
Adjourned 9:34 p.m.
Donahey reviewed bills and checks for accuracy.
Ward moved, Donahey seconded, PASSED, to approve payment of bills. Checks # 4797-4824 in the amount of $7,356.27 were written.
