FRIENDSHIP TOWNSHIP BOARD MEETING WEDNESDAY, FEBRUARY 1, 2006 @ 7:00 P.M. @ Friendship Township Hall DRAFT
Meeting called to order at 7:00 p.m. by Supervisor Scott. Board members Major, Troup, Scott, Ward and Van Divner present.
Major moved, Ward seconded, PASSED, the Michigan Open Meetings Act requires that all township meetings be conducted in accordance with written rules. To fulfill the requirements of the Open Meetings Act, this meeting and all future meetings shall be conducted in accordance with Robert’s Rules of Order, newly revised, 10th edition. (5-0)
Van Divner moved, Major seconded, PASSED, to adopt the following as Public Comment Guidelines: To accommodate greater public participation, the time for public comment will be limited to three (3) minutes per speaker on any one topic. This limit may be extended by the Chairperson or by a majority vote of the board members present. No person will be allowed to speak more than once on any particular subject until all other persons wishing to be heard on the subject have had an opportunity to speak. The Chairperson will have the discretion, with majority board approval, to permit members of the public to speak at times other than the times reserved for public comment.
Major moved, Ward seconded, PASSED, that the Pledge of Allegiance be said at the beginning of the meeting before any business is conducted. (4-1)
Agenda approved with changes. Minutes of January meeting stood approved as presented. Van Divner moved, Ward seconded, PASSED, to move 06/07 budget discussion from # 6 to following # 11 on the agenda. Treasurer’s report received.
Budget report presented. Van Divner moved, Scott seconded, PASSED, to transfer $400 from Contingency line to Treasurer’s office line. (5-0)
Recreation Committee-will meet on February 14th.
Middle Village Park-Public comments received.
Major moved, Ward seconded, PASSED, to rescind motion for joint meeting with Readmond Township. (4-1)
Budget discussion held.
Van Divner moved, Scott seconded, PASSED, to accept the Friendship Township Planning Commission’s recommendation to support Emmet County Zoning Ordinance Case #60-05 rezoning parcels owned by the State of Michigan in Friendship Township to new FR zoning designation. To support the intent and purposes of the FR zoning district. The rezone is supported by the goals of the Friendship Township Master Plan. (5-0)
Van Divner moved, Major seconded, PASSED, to follow Friendship Township Planning Commission’s recommendation to support Case #64-05 Zoning Board of Appeals amendment, which amends Article XXV of Emmet County Zoning Ordinance, Board of Appeals (mainly language changes for clarification). (5-0)
Board will have a working session on the Township Fire Ordinance at next month’s meeting.

Van Divner moved, Major seconded, PASSED, to approve road construction as designated on attached sheet at a total cost of $176,200, contingent on approval of 06/07 budget. (5-0) Scott to contact ECRC.
Van Divner moved, Major seconded, PASSED, to authorize Scott to contact the township attorney as to the special assessment on private road issue. (5-0)
Van Divner moved, Ward seconded, PASSED, to approve the Poverty Guidelines for 2006 Assessments for use at the Board of Review. (5-0)
Major moved, Scott seconded, PASSED, to change March board meeting from March 1 to March 22. (5-0)
Public Comment received.
Major moved, Van Divner seconded, PASSED, to approve payment of the bills. Checks # 5197-5222 were written in the amount of $5,882.15. Approved unanimously by roll call vote.
