LITTLE TRAVERSE TOWNSHIP8288 S PLEASANTVIEW RDHARBOR SPRINGS, EMMET COUNTY, MICHIGAN 49740 REGULAR MEETING MINUTES OF JANUARY 14, 2009 Regular Board Meeting was called to order by Supervisor Dohm at 4:00 p.m.
Roll Call: Board members present Allerding, Arman, Dohm, Garver, O’Neill. Also present Jane Taylor, and one visitor.
Distribution of Correspondence: Minutes of Emmet Co. DPW of Nov., 13 & Dec. 18, 2008: 3rd qtr Curbside Recycle Report and request to extend contract: Minutes of Emmet County Road Commission of Dec. 1, 12, & 30, 2008: Minutes of HSASDA of Dec. 11, 2008: Dec. Par Plan News: Notice of Special Meeting with Emmet County Road Commission Jan 20, 2009: Notice of EC chapter of MTA meeting of Jan. 21, 2009: Notice of Special Meeting with Township Zoning Board, Feb. 2, 2009: 4th qtr. Water flow Report: 2008 Fire Run Tabulation, (draft): Invitation to EC Recreation Plan Forum Feb. 10, 2009.
Board members reviewed the correspondence and were reminded of the upcoming special meetings.
Approval of Minutes: Motion by Garver supported by O’Neill and carried, Regular Board Meeting Minutes of December 10, 2008 were approved as presented by the Clerk.
Public Comment: None.
Township Investment Report: Treasurer Connie O’Neill gave report on the investments.
Those investments are with National City Bank and 1st Community Bank.
North View Trail: The Special assessment petition is on hold waiting for residents portion of the costs.
Zoning Ordinance Amendment: Supervisor Dohm reviewed the sign portion of the ordinance. The amendment closely follows that of the recently adopted County sign and billboard ordinance (amendment attached herein). Motion by Garver supported by Allerding and carried in a roll call vote as follows: Dohm aye, O’Neill aye, Garver aye, Allerding aye, Arman aye, Amendment was approved. It was discussed by the board in which newspaper it should be published, upon discussion it was decided that it be published in the Harbor Light Newspaper in its entirety because of the lower cost.
Township Road Allocation: Motion by O’Neill supported by Garver and carried the board approved the request by Emmet County Road Commission to forego the 2009 Township Road Allocation for one year only.
Road Repair Program: Board discussed the 2009 road repair program for local roads in the Township. Supervisor Dohm reviewed the six year development plan for roads. This program will be discussed with the Emmet County Road Commission at a Special meeting to be held on January 20, 2009.
Special Meeting: There will be a special joint meeting with the Zoning Board, February 2, 2009 to discuss 2009 Zoning issues.
Public Hearing: Motion by Allerding supported by O’Neill and carried Public Hearing date was set for March 11, 2009 at 4:00 p.m. for the 2009/10 budget.
Annual Meeting: Motion by Garver supported by Allerding and carried set date for Annual Meeting for March 28, 2009 at 1:00 p.m. followed by Special Meeting to adopt the 2009/10 budget.
Court Summons & Complaint: Upon discussion of the court summons complaint on Harbour Resorts, Inc. v counter defendant Little Traverse Township, board deferred complaint to the Township Attorney.
Fire Alarms: Board discussed collection of payment on false fire alarm reports and run charges. It was discussed whether they could be added to the tax roll for non payment. No other action was taken on the matter.
Conway Commons Sewer Service: Statement of Understanding between Little Traverse Township and Conway Commons of Little Traverse (attached herein). This is a settlement agreement of sewer service and debt for Conway Commons Park, a Manufactured Home Community. Upon discussion of the agreement motion by O’Neill supported by Allerding, Township will approve the agreement.
MTA Request for Legal Defense Fund: Board discussed the request from MTA for Township support to participate in MTA Legal Defense regarding Consumers Energy rate revisions before the Michigan Public Service Commission (letter attached herein). Upon discussion motion by Allerding supported by Garver and carried board authorized up to $1000.00 to contribute the MTA for the fund.
Approval of Bills: Upon review of the voucher for payment of the bills, motion by Allerding supported by Garver and carried board approved payment of the following bills: General Fund $17,715.88: Sewer Fund $20,948.95: Water Fund $95,678.18. Reference to breakdown attached herein.
No other business was brought before the board.
Being of no further business brought before the board, Supervisor adjourned the meeting at 5:30 p.m.
