FRIENDSHIP TOWNSHIP BOARD MEETING WEDNESDAY, SEPTEMBER 5, 2007 @ 7:00 P.M. @ Friendship Township Hall DRAFT
Meeting called to order at 7:05 p.m. by Scott. Roll call by clerk: Major, Troup, Ward, Scott and Van Divner present.
Agenda approved with one change in order: move Item 4b to after Item 10.
Minutes stood approved as presented. Treasurer’s report received.
Van Divner moved, Ward seconded, PASSED, to retain Timberwolf Tree Care to remove trees as per estimate of $2,138, less fertilizing @ $135, plus $2-300 for removal of balsams as marked, if necessary. Workmen’s Comp. and Liability Insurance to be filed with clerk before work begins. (5-0)
Board received public comment from Lamkin Rd residents John Bodt, Sue Schulze, Richard Guyor, and Chris Herron regarding hard surfacing the road. It was also requested that a road sign indicating South Lamkin Road be placed near the church. Board will forward request to Road Commission.
County Planning Case 23A.07-Van Divner moved, Major seconded, PASSED, to agree with the recommendations by Friendship Township Planning Commission (1 – 3) and add # 4: 1. 90 days seems too short for many seasonal operations. 2. We don't see a reason to limit the primary sign beyond the current regulations in the zoning ordinance, e.g., Section 2207, 3, i. 3. Should the time limit perhaps only pertain to the off-premise signs where one week in advance of season seems too short? One week at the end seems reasonable. 4. We question the need for permit and/or review for 4 foot directional signs as it throws a wet towel on the goal of "promotion of agriculture within Michigan". (5-0)
Scott moved, Van Divner seconded, PASSED, to re appoint Sam Trufant, Wilbur Kurburski and Cynthia Donahey to 3 year terms on the Friendship Township Planning Commission from October 1, 2007 though September 30, 2010. (5-0)
Scott moved, Major seconded, PASSED by unanimous roll call vote, to amend the 2007-08 Capital Outlay Budget Expenditures to include $4,000 expenditure for installation of a stop/caution light at Stutsmanville Rd and State Rd intersection with the best directional shielding lighting available.
Sue Schulze offered to represent Friendship Township at the Harbor Springs Library meeting on September 12, 2007. No objection by the board.
Public Comment- concern was expressed as to when the edges of Wressel Rd new construction would be filled in with gravel.
Van Divner moved, Ward seconded, PASSED by unanimous roll call vote, to pay bills. Checks # 1282 through 1298 were written in the amount of $5,388.61.
