I. Call to order at 7:10 p.m. II. Public present: Dan Seamon III. Minutes of 9/25/06 approved with typo corrections IV. New Business A. Case #48-06 A request by Emmet County Planning Commission to change Article VII, Section 801, paragraphs 2 & 7 of the Emmet County Zoning Ordinance as follows: SECTION 801. REINCIPAL USES PERMITTED SUBJECT TO SPECIAL CONDITIONS; Remove paragraph 2, and renumber remaining paragraphs in SECTIN 801. Paragraph 7. Remove “sawmills,” and change “without a permit” to read “with a permit.” Motion(Simon/Donahey): The paragraph 7 change regarding removing the word “sawmills” and changing “without a permit” to read “with a permit” is recommended. We don’t have enough information to render an opinion on the removal of paragraph 2. Passed unanimously. B. Simon will gather information about the various questions we had regarding paragraph 2 and for to us and to the Twp Board for their use at 12/6 meeting.
V. Old Business A. Joint Recreation and Open Space Plan will be presented to the Twp Board on Dec. 6. by Dana Widmar of HARBOR Inc and a Rec. Committee member. (NOTE: after the meeting it was discovered that this date was incorrect.) B. Stutsmanville follow up–Simon will gather more information on Form Based Design and forward it to Commission members. We will begin learning about this more in depth. C. “Filling the Gaps: Environmental Protection Options for Local Governments.” 1. Importance of recording with registrar of deeds if a lot split yields an unbuildable lot. Simon will do a second follow-up with Doug Sundmacher (our land split officer). D. Stormwater Ordinance–Commission members should read this (it was distributed previously). Simon will see if Nancy Solar can come to our January meeting. VI. Report of Trustee – no report VII. Public Comments – It would be good to have some copies of the County Zoning Ordinance available for use by citizens (at meetings or to borrow). (We will purchase a couple copies for this purpose.) VIII. Adjourn at 8:15 p.m. The next scheduled meeting is December 28 (Thursday) only if we have a case to address.
