FRIENDSHIP TOWNSHIP BOARD MEETING WEDNESDAY, OCTOBER 5, 2005 AT 7:00 P.M. @ Friendship Township Hall
Meeting called to order by Supervisor Scott. Board members Ward, Major,Troup, Van Divner and Scott present.
Agenda approved as presented. Minutes approved with correction of amount for checks written—corrected to $4,463.42. Quarterly budget report received. Treasurer’s report received.
Major moved, Scott seconded, PASSED, that the township accept Emmet County’s payment for burial of Jakeway. (5-0)
Middle Village Park report given by Gary Abent. Ward moved, Major seconded, PASSED, to pay Middle Village Park bills as approved by the Middle Village Park Committee in the amount of $1,546.70. (4-1)

Van Divner moved, Major seconded, PASSED, to approve Middle Village Park 06/07 Budget including expenditures in the amount of $4,875, contingent on approval of Friendship Township 06/07 Budget in April 2006. Roll call vote: Ward-yes; Major-yes; Troup-yes; Van Divner- yes; Scott-yes.
Emmet County Zoning Ordinance Text Amendment:
Scott moved, Major seconded, PASSED, to indorse the recommendation made by the Friendship Township Planning Commission at its September 26, 2005 meeting concerning the proposed Zoning Ordinance Text Amendment for Septage Waste Storage/Treatment which states:
Support the concept of defining criteria for septic storage and treatment. We feel we are lacking the expertise to evaluate the specific set backs listed in 1b. We question why the standards would ever be waived or modified as per the final paragraph (Unanimous vote in favor of motion).
and in addition, to recommend that the last line in the definition of septage waste be omitted because the sentence adds business and industrial septage waste to the mix. We feel that this addition takes the definition of septage waste out of the domestic arena and creates greater risk of introducing unusual toxins into the septage waste via industrial or business disposal systems;
and in addition, to add to the final paragraph the following: For these standards to be waived or modified, the Planning Commission must receive satisfactory confirmation of protection to public health, safety and general welfare from an independent, appropriately licensed engineer paid for by the applicant;
and in addition, that item 1c) contain language stating that storage structures will be built with impermeable barriers between the septage and the earth with satisfactory designs provided by an appropriately licensed engineer and paid for by the applicant. Dick Cobb gave Heritage Highway (Tunnel of Trees) report.
Scott moved, Major seconded, PASSED, to raise mileage paid to $.485 per IRS guidelines, effectively immediately. (5-0)
Scott moved, Major seconded, PASSED, to contract with Tippett Snow Removal to do snowplowing for 05/06 season, based on estimate of 1/7/05, understanding there may be price increase due to fuel costs. Tippett is to furnish copy of insurance. (5-0)
Major reviewed checks and bills for accuracy.
Major moved, Troup seconded, PASSED, to pay bills. Checks # 5089-5115 in the amount of $35,311.08 were written. (4-1) (Scott voted against payment of bills totaling $35,311.08 because it included payment of Middle Village Park Management Committee bills without LTBB approval of budget.)
