Approval of Minutes: Motion by O’Neill supported by Alerting and carried Regular Meeting Minutes of March 11, 2009 and Special Meeting Minutes of March 28, 2009 were approved as presented by the Clerk.

Public Comment: None.

North View Trail Special Assessment:  Supervisor Dohm reported to the board that petitions had been filed with him for creating a special assessment district to pave the private drive known as North View Trail in Section 9, T35N R5W, under PA 188 of 1954. Supervisor and Clerk next reported that they had checked the signatures on the petitions, the record owners of land within the township contained within the district described above and had prepared and filed a report setting forth the percentage of record owners of lands by area within the district, who signed the petitions which amounted to not less than 51 percent. Motion made by O’Neill supported by Garver and unanimously carried that the petitions received by the board and the report pertaining thereto be filed as a part of the minutes of the meeting. Supervisor Dohm reported that the cost estimate was prepared by the Township Engineers, Benchmark Engineering of Harbor Springs, Michigan to prepare preliminary design drawings and construction cost estimates for the improvement estimated to be $4000.00. The township board previously agreed to pay $2000.00 toward that cost in the best interest to the township. It was reported that $2000.00 has been received from property owners representing the district, and others to be applied to the Benchmark Engineering cost estimate, praying the Township board proceed with preliminary design drawings and construction cost estimates. Motion by Alerting supported by Garver and carried directing the township engineer to proceed with the plans for the improvement, the location thereof, and an estimated of the costs of the same.

Petoskey Public Library: Letter and proposed contract for the Petoskey Public Library is on hold.

Proclamation of Recognition:  Board passed Proclamation recognizing Tucker Bartz, Boy Scout Troop 55, Harbor Springs for his contributions to scouting and to his community and congratulates him for his accomplishments. Motion by Allerding supported by O’Neill and carried the Recognition of Proclamation was passed (attached herein).

Meeting Schedule: Motion by Garver supported by O’Neill and supported the 2009/10 schedule was passed.

Crooked Tree Arts Council: Motion by Arman supported by Garver and carried, the Crooked Tree Arts Council Contract was passed as same as past years.

Northern Lakes Economic Alliance: Motion by O’Neill supported by Allerding and carried the Northern Lakes Economic Alliance Contract was passed same as previous years.

Assessor Resignation: Resignation letter from George Tupa was received by the board (attached herein). Motion by Garver supported by Allerding and carried a Resolution was passed accepting Mr. Tupas resignation with regret.

Assessor Position:  Board members received one resume (attached herein). Person was very well qualified for the position. Upon discussion motion by Garver supported by O’Neill and carried in a roll call vote as follows: Dohm aye, O’Neill aye, Garver aye, Allerding aye, Arman aye board authorized Supervisor to sign an agreement with Jim Wolf for 1 year in the amount of $33,900.00 starting May 1, 2009.

Election Inspectors: Motion by O’Neill supported by Garver the following people were confirmed as election inspectors for the May 5, 2009 School Election, Velma Benson, Connie Green, Nancy McCarey and Lori Hughey.

Approval of Bills: Upon review of the voucher for payment of the bills motion by Allerding supported by Garver and carried board approved payment of the following bills: General Fund $25,161.60: Sewer Fund $21,618.91: Water Fund $2882.54. Reference to breakdown attached herein.

Other Business: Employment Eligibility Verification (I-9 forms) was received by each board member. Board discussed this form, upon discussion motion by Allerding supported by O’Neill and carried board members are to fill out the forms. Also board appointed Jane Taylor and Lynda Arman for certification and security of the forms mentioned. Supervisor reported that the Park bathrooms would be placed same as last year, dock will be put in soon, Jane Taylor on vacation from April 30, 2009 thru May 5, 2009. Board members had no other business to be discussed.

No other business was brought before the board.

Being of no further business brought before the board, Supervisor Dohm adjourned the meeting at 5:05 P.M.
