Cross Village Township Board Meeting Minutes 6-05-07 Present: Howard Wood, Maria Krupa, Gene Reck, Catherine Schlappi, Steve Keller
Call to order: The regular meeting of the Cross Village board was called to order by Supervisor Wood at 7:00 p.m.
Pledge of Allegiance: The Pledge of Allegiance was said by all present.
Motion: made by Trustee Schlappi supported by Clerk Reck to amend the agenda to discuss the letter from the Little Traverse Bay Band ot Odawa Indians (LTB) dated August 19, 2005. Motion carried 3-2.
Motion: made by Treasurer Krupa supported by Supervisor Wood to approve the agenda as amended. Motion carried.
Motion: to approve May minutes made by Clerk Reck and supported by Supervisor Wood. Motion carried.
Motion: to approve Treasurer’s report made by Clerk Reck and supported by Treasurer Krupa. Motion carried.
Total bills paid June 2007-$ 6831.95.
Announcements/Correspondence: None
Public comments: Bill Johnson reported that the DNR has received all needed information and will be prepared to discuss the land purchase in August.
Committee Reports: Dean Samuels and Lewis Keller reported on a three-phased plan to return the beach area to include the original circle road. Phase one simply involves moving the rocks that block the old road way. Phase two would use the old road bed. Phase three involves the much larger issue of the development of an improved portable boat ramp. Motion: Treasurer Krupa moved and Supervisor Wood supported a motion to contact the appropriate agencies to find out how we could carry out the rock movement. Motion carried 4 -1. Motion: Clerk Reck moved and Trustee Keller supported the motion to proceed with the changes as soon as possible with out waiting for the next meeting. The open lane will be a no parking and no cruising lane. Motion carried
Old Business: Shell gas: The contract sent to the township attorney has been returned and will be sent on by the Clerk to Shell with a request for a change in wording. LTB: Supervisor Wood stated that he would not comment on this issue until we have out attorney present. He advised against any discussion at this time. Trustee Schlappi asked for an explanation as to why the letter was not brought to the board sooner. Supervisor Wood said he would answer next month. This issue will be on the agenda next month for further discussion.
New Business Gary Garret proposed that the township request the County to place recycle bins at the firehouse site. Further Information and discussion is needed and this will be on the agenda next month. The President of North Central Michigan College, Cameron Brunet-Koch, presented a brief introduction to the programs that the college has to offer the community. Twenty seven percent of local high school graduates go on to NCMC. Four year degrees are possible through their University Center Program. Emmet County Recreation Plan for the Wycamp Lake area was discussed. Motion: Treasurer Krupa moved and Supervisor Wood seconded a motion instructing the Clerk to send the letter as read. Motion carried Motion: Clerk moved and Treasurer Krupa seconded the motion to raise the rate for a cemetery plot to $300. Motion carried. Motion: Treasurer Krupa moved and Trustee Keller supported the motion to instruct the Clerk to write a letter to relevant parties stating that the board did not support a change at this time. Motion carried. Second Public Comment: Questions were asked about the return on the CDs and money market accounts, why more areas are not maintained better and the need for public rest rooms. Motion to Adjourn: Supervisor Wood moved and Treasurer Krupa supported a motion to adjourn at 9:10pm. Motion carried.
