REGULAR MEETING MINUTES, OCTOBER 14, 2006
Regular Meeting was called to order by Supervisor Dohm at 1:00 p.m.
Roll Call: Board members present, Allerding, Arman, Dohm, Garver, O誰eill. Also present Jane Taylor and two other guests.
Distribution of Correspondence: Minutes of H.S.A.S.D.A. of September 14, 2006: Minutes of Emmet County DPW of August 10, 2006: Minutes of Emmet County Road Commission of August 11, 25, and Sept. 11, 2006: Minutes of the Township ZBA of Sept. 21, 2006: Minutes of the Township Zoning Board of October 2, 2006: 3rd Qtr. Water Flow Report. Supervisor and Board members reviewed the correspondence.
Approve Minutes: A correction be made to the September Board Minutes that The Audit Report was not competed. Supervisor reported that an extension was asked of the Audit Firm and they would have to apply for one. Motion by O誰eill supported by Garver and carried Regular Meeting Minutes of September 13, 2006 was approved with the correction.
Public Comment: None.
Public Hearing: Conducted a Public Hearing on Proposed Intergovernmental Agreement. The subject is to be an agreement to conditionally transfer from Bear Creek Township to Little Traverse Township all or part of certain properties located in or near the Cincinnati Point Area. Supervisor reviewed the properties included. All property owners were notified. There was no Public Comment on the matter. Motion by Allerding supported by Garver and carried the agreement was tabled until Bear Creek Township held there Public Hearing. Public Hearing was closed.
Pickerel Crooked Lake Association: Karen Plasencia gave presentation on the Purple Loosestrife plant, an invasive plant that degrades wetlands. The aquatic plant life study is being done in Crooked and Pickerel Lakes. More on the study and the plant attached herein. Upon hearing the presentation motion my Allerding supported by O誰eill and carried a Resolution was passed in support of the study.
Community Center Building: A counter proposal was received by the board (attached herein). Board discussed the proposal. Motion by Allerding supported by O誰eill and carried board will wait on the removal of the building.
Election Inspectors: Motion by Allerding supported by Garver and carried the following people were confirmed as Election Inspectors for the November 7, 2006 General Election: Velma Benson, Chairperson, Connie Green, Mary Ivey, Nancy McCarey, Lynda Arman, Clerk.
Special Assessments: Motion by O誰eill, supported by Garver and carried in a roll call vote as follows: Dohm aye, O誰eill aye, Garver aye, Allerding aye, Arman aye, board Certified the Special Assessments #93-3-WS & #2003-1-W to the winter tax roll.
Sewer Infiltration: Supervisor reported on the project. He stated that all of Conway is cleaned up. The project is going well. No other action was taken on the matter.
Other Business: The light at West Conway and M-119 was discussed. Nothing has been settled at this time, still working on the easement process.
No other business was brought before the Board.
Approval of Bills: Upon review of the bills, motion by Arman supported by Allerding and carried board approved payment of the following bills: General Fund $16,194.58: Sewer Fund $23,562.04: Water Fund $31,567.50. Reference to breakdown attached herein.
Being of no further business brought before the board, Supervisor Dohm declared the meeting adjourned at 2:00 p.m.
