REGULAR MEETING MINUTES, SEPTEMBER 13, 2006

Regular Meeting was called to order by Supervisor Dohm at 7:00 p.m.

Roll Call: Board members present, Allerding, Arman, Dohm, Garver, O誰eill. Also present Jane Taylor.

Distribution of Correspondence: Minutes of H.S.A.S.D.A. of August 12, 2006 & Operations Reports: Minutes HSAFA of March 27, 2006: Minutes of Emmet Co. Road Commission of July 28, 2006: Notice of MPSC Community Forum of Oct. 4, 2006: Minutes of Emmet County DPW of August 10, 2006:
Supervisor and Board Members reviewed the correspondence.

Approve Minutes: Motion by O誰eill supported by Allerding and carried, Regular Meeting Minutes of August 9, 2006 was approved as presented by the Clerk.

Public Comment: None.

Community Center Building Proposal: Board members discussed the proposal for the Community Center Building in Conway (attached herein). Only one proposal was received. Supervisor told the board that the Church Group renting the building, has agreed to increase the rent to$300.00 per month for the winter months. The building does not have to be removed until summer of 2007. This would give the Township time to find some alternative methods of removing the building. Upon discussion motion by O誰eill supported by Allerding and carried in a roll call vote as follows: Dohm abstained, O誰eill aye, Garver aye, Allerding aye, Arman aye, the proposal was rejected in the best interest of the Township.

425 Agreement with Bear Creek Township: Board discussed the 425 agreement with Bear Creek Township for properties on Graham Road. Draft agreement was presented to the Board Members for discussion, approval of the agreement will be presented at a Public Hearing. Motion by O誰eill supported by Garver and carried a Public Hearing will be held at the next board meeting to be held on October 14, 2006.

Set 2006 Tax Millage Rate: Tax allocation mill rate at 0.9728 operating and .09728 for road construction. Motion by Allerding supported by Garver and carried in a roll call vote as follows: Dohm aye, O誰eill aye, Garver aye, Allerding aye, Arman aye, Resolution was passed for the tax millage rate.


Fire Authority Meeting: Supervisor reported on the Fire Authority Meeting of September 8, 2006. Everyone at the meeting was on board with going ahead with the substation at Little Traverse Township Hall to begin in the spring of 2007.

Sewer Infiltration: Board members was updated and report was given to the board. Supervisor reviewed the report (attached herein).

Other Business: Board members discussed web site costs and options, no action taken at this time.
Heard report that tax sale property on Duvernay Lane and Pleasantview Rd is being recorded and the bill is in the voucher to be paid.

No other business was brought before the board.

Approval of Bills: Upon review of the bills, motion by Garver supported by Allerding and carried board approved payment of the following bills: General Fund $45,930.57: Sewer Fund $44,264.12: Water Fund $8,628.80. Reference to breakdown attached herein.

Closed Session: Motion by O誰eill supported by Garver and carried board will go into closed session to discuss US 31 and Cook Street project.

Out of Closed Session: Motion by Garver supported by O誰eill and carried board authorized Supervisor to enter into an agreement based on materials presented at the closed session for the easement purchase on US 31 and Cook St.

Being of no further business brought before the board, Supervisor declared the meeting adjourned at 7:50 p.m.
