Friendship Township Planning Commission Minutes July 26, 2004

Roll call and recognition of visitors, declaration of taping devices. Also present: Susan Gopigian, Audrey Mooradian, Archie Gopigian, Richard Mooradian III. Minutes of 5/12/04 Special Hearing and 05/24/04 meeting were approved (Sundmacher/Franklin). 6/28/04 meeting minutes approved (Kurburski/Trufant). IV. New Business: Township Zoning Panel Discussion of 7/22/04 was given in synopsis by Bo Trufant. Approx. 36 people came to hear Chris Grobbel, Chris Bzdok and Rod Cortright speak on the various pros and cons and issues related to local zoning. Denise noted that HARBOR Inc is inviting all Twp. Supervisors and Planning Com. Chairs in the HS school district to a meeting to discuss regional planning coordination and a grant which is currently available. Trufant/Franklin moved to compensate Chris Grobbel and Rod Cortright $100 each for their travel expenses for the seminar. (Chris Bzdok rode with Chris G. and donated his time). Passed. Within out planning commission budget it was moved and passed (Simon/Donahey) to transfer $200 from P/Z seminars, $200 from travel and $1,000 from expert advice to the legal fees line. Donahey was asked to ascertain what the Twp Board’s stance was on legal fees now that we have used up our budget for the year. Much discussion on process of adopting our own zoning and what it would mean. Discussion of RR-2 and FF-2 zoning areas; whether request should be made for RR-2 to be changed to FF-2. Public hearings were held last year. No real consensus was determined from the public hearing. The public present today could not remember receiving the notice that was to be sent out for that hearing. Kurburski/Nettleman moved that since the classification of the area between SR-2 and FF-2 to RR-2 by the county some years ago seems to have been rather arbitrary and does not follow the Twp Master Plan this area should be turned back to FF-2. This recommendation will go to the township board, who will vote on whether to send it to the county. If it gets to the county, they will hold public hearings. Revisions to Master Plan seem in order at this time. Everyone should go through their copy and bring correction/revisions to the next meeting. V. Other Matters There will be a special hearing on Thursday, July 29, 2004 at 7:30 p.m. at which the county will be discussing acquiring the Nolan property at the end of Island View Drive on Lake Michigan for a county park. VI. Open Discussion for issues not on the Agenda Trufant wants to see where we are on the issue of our own zoning. Are we serious about this? What is the next step? Formulate a plan. Jennifer will get ordinance from Centerville and Marion Twps (suggested by the panel). Everyone to come prepared to the next meeting with what they see as the steps in the process. Tourney case recommendation on height special use permit denial was upheld at the county level. VII. Adjourn at 8:50 p.m. Next meeting: August 23 Cynthia Donahey
