FRIENDSHIP TOWNSHIP BOARD MEETING WEDNESDAY, DECEMBER 7, 2005 @ 7:00 P.M. @ Friendship Township Hall
Meeting called to order by Supervisor at 7:00 p.m. Board members present were Major, Troup, Scott and Van Divner. Ward absent. Agenda approved with additions. Minutes of November meeting stood approved as presented. There was no Treasurer’s report.
Joel Moore appeared on behalf of Stutsmanville Development Corporation in regards to the Water Tank Easement issue.
Scott moved, Major seconded, PASSED, in reference to Stutsmanville Development Corporation Water Tank Easement, that the Board asks developer to remove Friendship Township’s financial liability for replacement costs of the water tank. (4-0)
As to Fire Chief Booth’s recommendation that the tank not be required until prior to construction of the 4th house- Scott to contact Booth to ascertain reasoning behind recommendation.
Major to contact Readmond Township, Cross Village Township and RFC Firefighters to collect information as to their experiences in implementing the fire ordinance and whether they think the ordinance should be updated and/or clarified.
Major moved, Van Divner seconded, to rescind the request for mediation for the Middle Village Park Management Committee, to support Readmond Township if they desire to replace their representative to the committee, to support Greater Good Hart Association if they desire to replace their representative to the committee and to reaffirm our support of our representative, Gary Abent, to the committee.
Van Divner moved, Scott seconded, PASSED, to table the Motion to Rescind for one month to allow parties to respond to letter regarding mediation. (4-0)
Scott moved, Major seconded, PASSED, that Friendship Board suggest to Planning Commission members, Recreation Committee members, Board of Review members and Friendship Township Board members that they attend at least one educational event per year. (4-0)
Emmet County and Bear Creek Township are sponsoring a Seminar on Purchasing Development Rights on Wednesday, December 14th, at 7:00p.m. at the Emmet County Fairgrounds. There is a meeting with the Emmet County Road Commission for our township at 6:00 p.m. on Tuesday, January 24, 2006.
Major reviewed bills and checks for accuracy.
Van Divner moved, Major seconded, PASSED, to approve payment of bills. Checks # 5138-5156 were written in the amount of $46,000.01. (3-1) (Scott voted no - because we have not received a budget approval from Readmond Township for the fiscal year ending 3/31/06 for Middle Village Park. There were 2 bills presented for payment from MVP.)
